KLE/NFELDER <br /> \\ Bright People,Right Solutions. <br /> Work Plan <br /> State Route 4 Extension <br /> From Fresno Avenue to BNSF Railroad Tracks <br /> Stockton, California <br /> February 27, 2014 <br /> INTRODUCTION <br /> Caltrans in partnership with San Joaquin Council of Governments (SJCOG) has <br /> identified the need to extend the State Route 4 ramp, which begins/ends at Fresno <br /> Avenue, to Navy Drive. The project includes construction of embankments and over <br /> passes through residential areas, existing BNSF railways, and industrial areas. The <br /> subject of this work plan addresses proposed overpasses between Fresno Avenue and <br /> the BNSF railroad tracks. Kleinfelder understands that the overpass will consist of 12 <br /> bent caps to support the structure which will be supported by Cast In Drill Hole (CIDH) <br /> piers. The CIDH piers will involve drilling and potential disposing of excess soil which <br /> may contain contamination based on the surrounding commercial/industrial setting. <br /> Kleinfelder was requested to provide Phase II soil sampling, analyses and reporting to <br /> address potential contaminants in shallow soil at each bent cap location where CIDH <br /> piers will be installed. The following details Kleinfelder's proposed scope of work. <br /> PROPOSED SERVICES <br /> This following scope of work includes permitting, field work, laboratory analyses, and <br /> reporting based upon our understanding of current Site conditions and information <br /> provided to Kleinfelder from Caltrans. <br /> Task 1 — Work Plan, Permittinq and Pre-Field Activities <br /> San Joaquin County Environmental Health Department (EHD) requires completion of a <br /> boring/probe permit for the Site, and payment of fees prior to advancement of the <br /> probes. Kleinfelder has prepared and attached the boring/probe permit applications for <br /> submittal to EHD along with the required fees and this work plan detailing the proposed <br /> work. The permits must be approved prior to field activities and sampling. We have <br /> preliminarily scheduled drilling operations on April 6 and 7th, 2014 per the directives and <br /> project proponents and request issuance of a boring permit by EHD before that date, if <br /> feasible. If this cannot be done, please contact us as soon as possible such that we <br /> can re-schedule the field work and advise the client of the delay. <br /> The pushprobe subcontractor and/or Kleinfelder will contact Underground Service Alert <br /> (USA) 48 hours prior to conducting fieldwork to notify various utilities of our proposed <br /> 113961.8.PROP/ST014P0174 Page 1 of 4 February 27, 2014 <br /> Copyright 2014 Kleinfelder <br />
