The Site is upgradient of the Leprino Foods <br /> Company (Leprino), which now owns the former Mobil property. <br /> As described in the attached memo, Mobil ceased operations at the Site in 1988, removed all <br /> the tanks and associated piping and structures, excavated contaminated soil, installed <br /> 12 monitoring wells, and sampled the wells for seven years. During the last Mobil sampling <br /> event in the first quarter of 1997, only one monitoring well contained any constituents above <br /> detection limits. <br /> Leprino operates a groundwater extraction and treatment system on its facility and continues <br /> to monitor four of the former Mobil wells. As of March 2007, those four wells contained only <br /> total petroleum hydrocarbons as diesel (TPHd) at concentrations below 100 micrograms per <br /> liter. Therefore, Regional Water Board staff concurs that the remaining levels of TPHd do not <br /> pose a threat to human health, the environment, or waters of the State. <br /> Mobil Oil Corporation has satisfactorily completed site investigation and remedial action, and a <br /> permanent remedy has been accomplished at the Site. Therefore, no further action is <br /> required. This No Further Action Determination is not effective until after Leprino submits the <br /> necessary documentation of the destruction of the eight monitoring wells that it no longer <br /> samples, in accordance with all applicable San Joaquin County and State requirements. Once <br /> proof of appropriate destruction has been received, Regional Water Board staff will send <br /> written confirmation of the effective date of this Determination. <br /> Issuance of a No Further Action Determination does not preclude future action by the Regional <br /> Water Board if subsequent monitoring, testing, or analysis of the Site indicates that the remedial <br /> action star dards and objectives were not achieved; a new or previously undiscovered release <br /> occurs; new information indicates that further site investigation and remedial action are required <br /> California Environmental Protection Agency <br /> C'.
