Grant Line Road
Tracy, CA
In August 2000, the San Joaquin County Environmental Health Department
(EHD) received a "Preliminary Phase II Site Assessment Work Plan" prepared by
Advanced GeoEnvironmental, Inc. (AGE) for procurement of a soil boring permit
for the above referenced site. The work1proposed was to determine whether soil
and/or groundwater had been impacted by petroleum hydrocarbons from
surrounding sites.
The EHD issued a permit for the work and the work was performed on August
30, 2000. On September 29, 2000, the EHD received a facsimile copy of the
report prepared by AGE (dated September 20, 2000) of the work that included
soil and groundwater sample analytical results. The report information shows
that both soil and groundwater at the site have petroleum hydrocarbon
contamination. The highest concentrations of contamination were found in soil
and groundwater samples collected from boring B4 that is in the central western
portion of the site.
The consultant recommended that the responsible party (Chevron) at 575 West
Grant Line Road, Tracy, be advised of the findings in the report. The EHD is the
lead agency overseeing the investigation of the Chevron and has required them
to investigate the extent of the contamination at their site. To date, the
information gathered by Chevron indicates that their site is not the source of the
contamination at 541 West Grant Line Road. The information in the September
20, 2000, AGE report shows that the analytical results from the soil and
groundwater collected from boring B3 had lower concentrations of contamination
than those from B4. Since B3 is closer to the Chevron station, this would
indicate that the source of the contamination is likely from past land uses in the
area of B4, not contamination migrating from Chevron.
Since the source of the contamination is not known and has not been shown to
be from an underground storage tank system unauthorized release, the EHD
would not be the regulatory agency that would provide oversight for the
investigation or remediation of this site.
