Michael N. Oliphant -2- 21 July 2011
Former Tracy Pump Station
SAIC proposes the following:
• Based on the analytical results, the approximate dimensions of the excavation will be
115 by 120 feet and 8 to 10 feet deep. The excavation depth will not exceed 10 feet.
• The volume of affected soil to be removed will be approximately 4,000 cubic yards.
• Affected soil removed will be transported to nearby Class II Forward or Altamont landfill
for disposal.
• Clean soil from a nearby source will be imported and compacted as backfill. Topsoil
suitable for agricultural use will be placed on the upper one to two feet of the backfill.
• A Remedial Action report including photographic documentation will be submitted
during the fourth quarter of 2011.
Central Valley Water Board staff has the following comments:
• In the event additional petroleum hydrocarbon affected soil not previously noted is
encountered during final excavation activities, the affected soil should be removed and
additional confirmation samples collected for PAH determination.
• The backfill and surface repairs should be consistent with the property owners'
specifications.
• If additional soil is removed, the revised estimate for the final excavation dimensions
and the final volume of affected soil removed should be provided and results of other
confirmation sampling included.
Central Valley Water Board staff concurs with the workplan provided our comments are
addressed. By 1 March 2012, please submit the RAP excavation report.
If you have any questions or comments, please contact Dean Hubbard at (559) 445-5179 or
by email: dhubbardC@waterboards.ca.gov.
SHELTON R.
