The Report was submitted by Science Applications International <br /> Corporation (SAIC) on behalf of Chevron. The former Tracy Pump Station (Site) is at the <br /> northwest intersection of West Grant Line Road and West Byron Road, northwest of Tracy. <br /> West Byron Road is adjacent to the east side of the property; the Union Pacific Railroad <br /> (UPRR) is parallel and east of West Byron Road. The historical Old Valley Pipeline (OVP) <br /> located on the west side of West Byron Road, was part of the Site. The Tidewater Associated <br /> Oil Company (TAOC) pipelines, on the east side of the highway, within the UPRR easement <br /> and next to the tracks, were not associated with the Site. The Site, the OVP and TAOC <br /> pipelines, owned/operated by Chevron predecessors, have been out of service since the early <br /> 1970's. <br /> BACKGROUND <br /> Earlier investigations determined that the extent of crude oil affected soil and groundwater on <br /> the Site have been defined. In addition, the extent of affected soil and groundwater was <br /> previously delineated upgradient and crossgradient of the Site, but not downgradient to the <br /> east on the adjacent property. <br /> In addition to the Report, historical soil and groundwater investigation reports conducted for <br /> Chevron by SAIC and others between 2002 and 2007 were also reviewed. An amended work <br /> plan to investigate the lateral and vertical extent of impacted soil and groundwater onsite and <br /> offsite was approved September 2008 by Central Valley Regional Water Quality Control Board <br /> (Central Valley Water Board) staff. Access to the offsite property had delayed implementing <br /> the workplan until last year when SAIC decided to conduct only the onsite part of the <br /> investigation.
