The workplan was submitted by Science Applications International
Corporation (SAIC) on behalf of Chevron. The former Tracy Pump Station (Site) is at the
northwest intersection of West Grant Line Road and West Byron Road, northwest of Tracy.
West Byron Road is adjacent the east side of the property and the Union Pacific Railroad
(UPRR) is parallel, east of West Byron Road.
Previously, an amended workplan to investigate the lateral and vertical extent of impacted soil
and groundwater onsite and offsite to the east was approved. Proposed borings, located
along the Old Valley Pipeline (OVP) and Tidewater Associated Oil Company (TAOC)
pipelines, were completed earlier this year. Regional Water Board staff reviewed SAIC's June
2008 report and in the 18 July 2008 response letter requested that Chevron provide additional
soil and groundwater delineation.
According to the August 2008 workplan, SAIC is proposing one additional onsite boring and
six offsite downgradient borings to collect soil and groundwater samples. In addition, at least
one sample will be collected near the area where total petroleum hydrocarbons as gasoline
(TPHg) was reported in a previous groundwater sample. Provided affected soil or
groundwater is encountered, this sample will be submitted for fuel fingerprint evaluation.
Based on our review, Regional Water Board staff concurs with the proposed boring and
sampling locations. By 1 May 2009, please submit your investigative report of findings.
California Environmental Protection Agency
:ted Recycled Paper
