Dean Hubbard <br /> Senior Engineering Geologist Engineering Geologist <br /> DATE: 18 July 2008 SIGNATURE: 161 <br /> -- <br /> SUBJECT: REVIEW— SOIL AND GROUNDWATER INVESTIGATION REPORT, FORMER <br /> TRACY PUMP STATION, TRACY, SAN JOAQUIN COUNTY <br /> have reviewed the referenced report, dated 10 June 2008, prepared for Chevron <br /> Environmental Management Company (Chevron) by Science Applications International <br /> Corporation (SAIC). The former Tracy Pump Station property (Site) is currently occupied by a <br /> windmill repair business, associated equipment storage, and cattle corrals. Approximately <br /> 12 acres on the north part of the Site is used for growing alfalfa. <br /> The former Old Valley Pipeline (OVP) and Byron Road are adjacent to the northeast of the <br /> Site; a short section of the OVP entered and exited the pump station crude oil heating facilities <br /> along the east side. The Tidewater Associated Oil Company (TAOC) pipeline and the Union <br /> Pacific Railroad (UPRR) right-of-way easements are on the east side of Byron Road. <br /> Two active refined product pipelines, Bay Area Pipeline (BAPL) and the Kinder Morgan Energy <br /> Partners, L.P. (KM) pipelines, are present within the UPRR right-of-way easement. West <br /> Grant Line Road is adjacent the south side of the Site. Currently, the surrounding area is <br /> undeveloped agricultural land and/or pasture with some rural residences present. <br /> BACKGROUND <br /> In conjunction with the current investigative findings, I also reviewed additional soil and <br /> groundwater investigation reports prepared by SAIC and other consultants from 2002 to 2007, <br /> including a Soil and Groundwater Investigation provided by SAIC in 2004. According to the <br /> 2004 report findings, additional characterization work was needed. Copies of the earlier <br /> investigation reports, workplans, and our response letters to Chevron are available in the <br /> project files. <br /> Consequently, we approved a July 2004 workplan, later amended and approved in January <br /> 2007, to conduct the additional investigation. Site access issues delayed implementing the <br /> workplan. The first phase of field work was conducted in May 2007 with a second phase of <br /> offset borings and sampling conducted in March 2008. <br /> California Environmental Protection Agency <br /> �dRecycled Paper <br />
