Street <br /> Fresno, California 93706-2020 <br /> Subject: Tracy Pump Station Proposed Site Division <br /> Tracy Pump Station Project <br /> Tracy, California <br /> Dear Mr. Hubbard: <br /> Science Applications International Corporation (SAIL)prepared this letter regarding the Tracy Pump <br /> Station in Tracy,California at the request of Chevron Environmental Management Company (CEMC). <br /> The site location is shown on Figure 1. The purpose of this letter is to propose division of the Tracy <br /> Pump Station project into two individual sites: Tracy Pump Station and Tracy Pump Station Offsite. <br /> SITE DIVISION <br /> SAIC conducted a field investigation in two phases (May 2007 and April 2008)to further delineate soil <br /> and groundwater in the vicinity of the Former Tracy Pump Station and former crude-oil facilities of <br /> Chevron's Old Valley Pipeline(OVP) and of the Tidewater Associated Oil Company (TAOC) <br /> pipelines. Results from the recent field investigation, in conjunction with those from previous <br /> investigations,concluded that the lateral extent of affected soil and groundwater up gradient(south) <br /> and cross gradient(east and west) of the site has been delineated. Four source areas on the Tracy Pump <br /> Station property were identified in the June 2008 Draft Soil and Groundwater Investigation Report, <br /> Tracy Pump Station, Tracy, California as locations where soil and/or groundwater have been affected <br /> by crude oil apparently related to pump station activities and the OVP and TAOC pipelines. <br /> SAIC, on behalf of CEMC,proposes to divide the project site into two discrete sites as shown on <br /> Figures 2 and 3. Each site encompasses one or more affected areas where soil and/or groundwater <br /> samples have been identified as exceeding screening levels, but the areas are in different stages of <br /> determining full delineation. This strategy will allow a No Further Action Request(NFAR)to proceed <br /> for the Tracy Pump Station site while continuing with site access negotiations down gradient of the off- <br /> site property (proposed as Tracy Pump Station Offsite)for future delineation. The boundaries were <br /> strategically selected to minimize the number of property owners involved at each site.
