The site extends from the south at Von Sosten Road to about San Jose Road at the northwest end of the project, northwest of Tracy. The project is adjacent to and along the West Byron Road easement, northwest of Tracy (see enclosed map). The Catellus project encompasses a portion of the Union Pacific Railroad (UPRR) right-of-way easement along the highway easement, which included the historical Old Valley Pipeline (OVP) and the Tidewater Associated Oil Company (TAOC; both are Chevron predecessor companies) crude oil pipelines. Pursuant to California State Water Resources Control Board (State Water Board) guidance, the Central Valley Regional Water Quality Control Board (Central Valley Water Board) requires that parties in the vicinity of the site be provided an opportunity to participate in the closure process. According to San Joaquin County Clerk records, the referenced properties with associated Assessor Parcel Numbers described on the accompanying table provided by Chevron, overlie crude oil affected soil/groundwater or are within a 200-foot radius of the approximate outline of the affected soil and/or groundwater. You have been identified as a property owner or representative of a firm/company that is owner of record for the parcel(s) indicated on the enclosed Table 1. Please review the enclosed Fact Sheet that summarizes the site conditions as determined by the site investigation and characterization findings. The State Water Board guidance establishes a 20- to 30-day review period for property owners, and/or persons identified in the offsite property owner survey, and/or other interested parties, to provide comment. A site map is enclosed. Upon completion of the public comment period (and in the absence of substantive comment against no further action), Central Valley Water Board staff will provide a determination of No Further Action Required for the Catellus project.
