Lee Higgins -2 - 25 January 2011
Chevron
Catellus Property
An ecological screening evaluation indicates that six threatened or endangered species were
identified in the vicinity of the Site including two sightings of Swainson's hawk that were within
a one-mile radius. The property is within the sphere of influence of the 2004 City of Tracy
General Plan which indicates the area of the Site will be developed for industrial, commercial
and office uses near California Interstate 205. There will be some low-density residential
developments further from the highway. SAIC concluded that future development is not likely
to provide adequate habitat for the hawk or the other species noted in the vicinity.
SAIC concluded that no remedial action is necessary to protect human health or ecological
receptors, and that a decision for no further action determination could be made.
Based on a review, Central Valley Water Board staff has the following comments:
• Consistent with other OVP/TAOC sites, a Soil and Groundwater Management Plan
(SGMP) needs to be submitted.
• Central Valley Water Board staff concurs with the findings of the HHSE and related
supporting documentation, and that the Site is a candidate for closure. A request for a
No Further Action Required (NFAR) determination may be prepared.
• Documentation to support a NFAR closure determination should be completed in
accordance with California Regional Water Quality Control Board, Central Valley
Region's 16 April 2004 update to Appendix A of the Tri-Regional Board Staff
Recommendations for Preliminary Investigation and Evaluation of Underground Tank
Sites - No Further Action Requests. Section 6.5 - NFAR for Cases Exceeding Water
Quality Objectives should be followed for documenting Site conditions.
By 30 May 2011, please submit the SGMP and documentation to support a request for NFAR
determination.
If you have any questions or comments, please call Dean Hubbard at (559) 445-5179.
SHELTON R.
