(Ultramar), Horizon Environmental Inc. (Horizon) is <br /> submitting this work plan and permit application for the advancement of four soil borings at <br /> the subject site (Site). The work is being conducted to provide Ultramar with baseline <br /> environmental data prior to pending site divestment. <br /> The Site was opened to the San Joaquin County Environmental Health Department(EHD) in <br /> October 1995 on the basis of soil samples collected during removal of underground storage <br /> tanks. The Site was investigated, monitored and remediated until December 2011 when the <br /> EHD received no-further-action-required (NFAR) concurrence from the Regional Water <br /> Quality Control Board. Destruction of all site wells was completed in February 2013. The <br /> EHD issued an NFAR letter for the Site in March 2013. <br /> The baseline assessment shall include advancement by hollow-stem auger equipment of four <br /> soil borings at the locations shown on the enclosed Site Map. The soil boring locations shall <br /> be cleared for utilities by air knife to 5 feet below surface grade (bsg). Soil samples shall be <br /> collected at 5-feet intervals from 5 to 25 feet bsg. Drill cuttings and water shall be stored on <br /> site in separate DOT-approved 55-gallon drums pending disposal characterization. <br /> Selected soil samples shall be analyzed for total petroleum hydrocarbons as gasoline <br /> (TPHg), the volatile aromatic compounds benzene, toluene, ethylbenzene, xylenes (BTEX), <br /> the five fuel oxygenates methyl-butyl ether (MTBE), diisopropyl ether, ethyl-t-butyl ether, <br /> tert-amyl methyl ether and tert butanol by EPA Methed 8260B. A 4-point drill cuttings <br /> composite sample shall be analyzed for TPHg, BTEX, MTBE by EPA Method 8260B and <br /> for total lead by EPA Method 6010. <br /> Enclosed is a check in the amount of $1300 to cover the site mitigation fee ($390), <br /> inspection fee ($390) and permit fee ($520).
