WKA has completed a series of assessments and has published several reports that <br /> detail activities performed at the site during the closure, removal, and evaluation of the former <br /> dairy. Documentation of recent assessment and dairy closure activities include the following: <br /> • Phase 1 Environmental Site Assessment Update: Mountain House Teixeira-Souza <br /> Property, published January 6, 2006. WKA No. 5475.03 <br /> • Report of Findings—Dairy Waste Removal. Teixeira-Souza Dairy, Mountain House <br /> Specific Plan 111, published November 27, 2006. WK4 No. 6504.07 <br /> As a result of initial site assessment activities, WKA recommended that prior to any future <br /> development, all dairy waste (manure, sludge, wastewater), impacted soil, and buried debris <br /> should be removed from the site to minimize environmental impairments to future land <br /> development. Following waste removal activities and to support final dairy closure, <br /> confirmation soil-gas, soil, and groundwater sampling was conducted at the former dairy portion <br /> of the site to evaluate the effectiveness of waste removal activities and to screen for the potential <br /> presence of hazardous gases. Analytical results of the soil-gas, soil, and groundwater <br /> confirmation sampling indicated that the waste had been removed effectively at the former dairy <br /> area. Because the scope of work during the dairy waste removal process did not include the <br /> analysis of groundwater samples for Total Dissolved Solids (TDS) or Nitrate as Nitrogen, WKA <br /> proposed a groundwater quality assessment be performed at the site to identify potential impacts <br /> to the shallow groundwater and to evaluate whether the groundwater concerns in the vicinity of <br /> the former dairy should be disclosed to future land owners. <br /> REGULATORY AGENCY POLICY <br /> On November 22, 2006, the Central Valley office of the California Regional Water Quality <br /> Control Board (RWQCB) published tentative Waste Discharge Requirements (WDRs) to <br /> monitor and regulate waste discharges from active dairies that could impact surface and <br /> groundwater quality within California. The tentative WDR document entitled, "Waste <br /> Discharge Requirements General Order For Existing Milk Cow Dairies, " was presented in a <br /> public review and comment workshop on December 7, 2006, which was attended by a WKA <br /> representative. <br />
