PRELIMINARY SITE CHARACTERIZATION WORK PLAN <br /> DRY CLEANING FACILITY, LANDING SHOPPING CENTER <br /> 3422 WEST HAMMER LANE, SUITE K <br /> STOCKTON, SAN JOAQUIN COUNTY, CALIFORNIA. <br /> 1.0 INTRODUCTION <br /> This work plan outlines the scope of work for conducting a passive soil vapor survey to assess <br /> current subsurface soil conditions at an existing dry cleaners located at 3422 West Hammer Lane, <br /> Suite K, Stockton, California (site). Based a Phase I investigation report prepared by Paragon <br /> Environmental Inc., a dry cleaner facility operated dry cleaning equipment at the site from <br /> approximately 1989 to approximately 1994. Storage, use, and disposal of dry cleaning solvents <br /> during approximately 1989 to 1994 may present a potential environmental concern at the site. <br /> This site characterization is being implemented at the request of Mr. Mark Biagini, Biagini <br /> Properties, Inc. <br /> This Nvork plan was prepared by the Environmental Services Division of The Twining <br /> Laboratories, Inc. (Twining), located in Fresno, California. The services provided by Twining <br /> were authorized by Mr. Mark Biagini, Biagini Properties, Inc in a contract dated April 11, 2000. <br /> 2.0 PURPOSE AND SCOPE <br /> The purpose of this investigation is to conduct a preliminary assessment of subsurface soil in the <br /> vicinity of the dry cleaning facility in order to obtain information on the possibility of a former <br /> release of dry cleaning solvents into the soil and/or groundwater at the site. The data collected <br /> during the Phase II may indicate the need for further investigation, soil and/or groundwater <br /> remediation. Permits will be obtained from the appropriate government regulatory agency (San <br /> Joaquin County Environmental Health Department) prior to field work. <br /> The concern for potential environmental impairment at a former dry cleaning facility is based on <br /> the presumption that a release of dry cleaning solvent into the soil and/or groundwater may have <br /> occurred. Typically dry cleaning solvent in the liquid phase will migrate rapidly through soil to <br /> underlying groundwater without appreciable adherence to soil particles. However, the vapor <br /> phase of dry cleaning solvent (and/or daughter compounds) will persist in soil gas for a period of <br /> many years after the initial release. The following work scope is proposed to complete the <br /> investigation objectives: <br /> • Obtain the required permits from the San Joaquin County Environmental Health <br /> Department (SJCEHD); <br /> 0 Mark the site for Underground Service Alert (USA); <br />
