Facilities <br /> shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br /> air, soil, or surface water which could threaten human health or the environment.This violation was corrected on <br /> site. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> The secondary containment pallet in the outside garbage area was half full of oily water. All facility communications <br /> or alarm systems,fire protection equipment, spill control equipment, and decontamination equipment,where <br /> required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. <br /> Immediately begin this practice by cleaning out the secondary containment pallet. <br /> This is a Class II violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> -One approximately 15 gallon black metal drum of used paper filters was observed in the hazardous waste storage <br /> area without a lid and filters piled above the top of the drum. <br /> -Two metal 55 gallon drums(one red, one green)of used oil filters were observed open without the lids secure in <br /> the hazardous waste storage area <br /> -One black metal 55 gallon drum of unknown liquid was observed with an open bung hole in the hazardous waste <br /> storage area. <br /> -One black metal approximately 30 gallon drum of used filters was observed open without the lid secured in the <br /> hazardous waste storage area. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a repeat violation, Class ll. <br /> 502 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements. <br /> Facility does not have a tank assessment for the 500 gallon used oil tank. The owner or operator of a hazardous <br /> waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional <br /> engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the <br /> transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably <br /> designed. Immediately have an assessment prepared for the 500 gallon used oil tank.
