Kennan, Laboratory Supervisor <br /> INSPECTION DATE: 29 September 1982 <br /> INSPECTED BY: Bob Fujii <br /> ACCOMPANIED BY: Roy A Kennan, Bill Griffit (plant supervisor) <br /> OBSERVATIONS AND COMMENTS: <br /> A C-level inspection was conducted of the subject facility to determine if the plant <br /> is in compliance with its Waste Discharge Requirements , Board Order 80-116 (NPDES <br /> No. CA0079138) . The attached EPA form provides a summary of important aspects of <br /> the inspection. <br /> The wastewater control facilities consist of 6 grit chambers, 3 mechanically cleaned <br /> bar screens, 4 rectangular and 2 circular primary sedimentation basins, 3 tower type <br /> plastic media and 3 standard rock media bio-filters, 4 circular secondary sedimentation <br /> basins, 4 oxidation ponds (615 acres) , 4 dissolved air flotation units with chemical <br /> addition capabilities, 4 multi-media filtration units, and chlorination dechlorination <br /> units. <br /> Sludge handling facilities consist of 3 digesters, 1 sludge thickener, 3 sludge lagoons, <br /> 1 vacuum filter, and drying beds. Ninety percent of the digester gas is utilized <br /> by 3 digester gas generators that operate influent and effluent pumps, secondary <br /> sedimentation rakes, lights, etc. The standby power for the generators is natural <br /> gas or propane gas. <br /> At the time of the inspection, all treatment units were in service. The plant was <br /> discharging a clear-slightly green effluent: to the San Joaquin River. There was <br /> white foam emanating from the outfall in the river.
