On August 6, 2009 1 was performing a Routine Waste Tire Inspection at the <br /> Learner Company located at 2711 Navy Dr., in Stockton 95206. The Learner company <br /> recycles scrap iron and steel, the Manager onsite Terry Loeser told me that the company is <br /> closing after 30 years of buisness. During the inspection I observed what looks like The <br /> Learner Company is disposing some of the waste by landfilling. Onsite I saw 2 bulldozers, 2 <br /> large excavating machines - one with a claw the other with a bucket,1 forklift plus at least <br /> 4 large pits. I attached 2 parcel photographs taken by the county in 2008 of the Learner <br /> Company. One photograph is just a parcel picture of the facility while the other shows <br /> approximately where the 4 large pits are located (Learner Company-Revised.jpg). On that <br /> picture I also labeled the pits with letters that correspond to close ups of the pits themselves. <br /> Because this facility is outside our jurisdiction I am refering this to you. <br /> Alfonso Arambula, Environmental Health Specialist <br /> Environmental Health Department <br /> 600 E.
