STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Govnwr
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
REGION 1
4250 POWER INN ROAD
SACRAMENTO,CA 95826
(916)739.3145 August 10 , 1989
Mr. G.L. Murdoch
Southern Pacific Transportation Company
Southern Pacific Building
One Market Plaza
San Francisco, CA 94105 / S etll- 15th
Dear Mr. Murdoch: ( '
COMMENTS ON FRENCH CAMP REMEDIAL INVESTIGATION REPORT
The Department of Health Services ("Department") has reviewed
the French Camp Remedial Investigation Report, dated April 5,
1989 , prepared for Southern Pacific Transportation Company by
Canonie Environmental Services Corporation.
The Department does not agree with the conclusion that the
Southern Pacific - French Camp site no longer presents a
public health or an environmental risk. More remedial
investigation is needed to determine whether the quality of
groundwater down-gradient from the site has been affected by
contamination from the site. Installation of the three
monitoring wells was for the dual purpose of discovering the
direction of groundwater flow and testing the groundwater
quality. Now that the primary direction of the groundwater
flow has been determined, another monitoring well must be
installed in a truly down-gradient position to test the
down-gradient groundwater quality.
Resampling of all monitoring wells is necessary to confirm the
results of the first groundwater analyses. Monthly monitoring
of the groundwater elevations in the wells is also necessary
to track any shifting in the direction of groundwater flow.
If you have any questions, please call me at (94-6 -92.4 16.
Sincerely,
Lorna G.
