POTENTIAL EQUIPMENT FAILURES (40 CFR 112.7(b))
Table D lists the most likely areas for an equipment failure, which could lead to a discharge of oil
products. The table presents a prediction of the direction, rate of flow, and total quantity of oil, which
could be discharged as a result of such equipment failure.
Table D — Potential Equipment Failures
Potential Equipment Maximum Volume Maximum Spill Rate
Failure Spill Direction Released (gallons per minute)
(gallons)
Failure of AST in To secondary 10,000 100
containment containment
Failure of drum To secondary 55 10
containment pallet
Overfill of AST in To secondary 100 50
containment containment
Overfill of drum To secondary 2 2
containment pallet
Overfill of customer To ground surface. 40 40 (trucks)
vehicle in dispensing area Should be contained by
p g spill absorbent 10 10 (passenger)
Pipe failure To secondary 50 5
containment
Leaking pipe or valve To secondary 50 1
packing containment
Tank truck leak To roll-over berm 50 5
Hose leak during truck To roll-over berm 10 1
loading
DEMONSTRATION OF PRACTICABILITY (40 CFR 112.7(d))
Facility management has determined that use of the containment controls and diversionary structures
and materials and readily available equipment to prevent discharged product from reaching navigable
waters is practical and effective at the Facility.
FACILITY DRAINAGE (40 CFR 112.8(b))
Containment Area
Drainage from the concrete berm surrounding tanks AST-1 through AST-4 is a pipe located in the
northeast corner of the containment berm wall. Drainage from the pipe is restricted by a gate valve to
keep water in the bermed area. The valve must be kept in the closed position, except when draining the
secondary containment berm. The content of the secondary containment berm must be inspected by
Facility personnel prior to draining to ensure that only oil-free water is allowed to enter the storm water
drainage system. After the inspection verifies that only oil-free water will be released, the bypass valve
will be opened and the accumulated water will be released under direct and continuous supervision.
Joe's Travel Plaza
15600 Harlan Road,Lathrop,CA
Page 16
