The enclosed Monitoring
Report Compliance Checklists summarizes our comments on the report. The report is complete.
In recent monitor events weathered diesel has been detected in groundwater at both the Lathrop and
French Camp facilities. Over the past year diesel concentrations in FCW-1 have increased to 3100
ppb; diesel concentrations at LPW-1, -2, and—3 are 570, 470 and 260 ppb respectively. A workplan
with time schedule to investigate the extent of diesel impacts to soil and groundwater underlying the
waste tile stockpiles should be submitted by 15 November 2005. The time schedule should plan to
complete the investigation and submit a report of the findings by 15 February 2006.
Revised Cleanup and Abatement Order No. 5-01-722 requires clean closure of Lathrop and French
Camp tile waste piles by 30 June 2006. Clean closure requires removal of all waste and any soil
containing waste constituents beneath the waste piles.
If you have any questions please call me at (916) 464-4614.
Ross D.
