Work Plan for Phase II ESA September 11, 2014 <br /> Pape Properties Inc. 10842 S Harlan Rd, French Camp, CA <br /> Phase II ESA Purpose and Summary <br /> 1.1 Introduction <br /> The project site is located at 10842 South Harlan Road, in French Camp, California (Plate 1), and shares <br /> this address with a diesel fuel cardlock currently operated by Ramos Oil, Inc., and owned by Beneto <br /> Properties, Inc. The project site is bounded by several motor-vehicle service and sales businesses and is <br /> located about one-half mile northwest of the Sharpe Depot. <br /> 1.2 Purpose <br /> A Limited Phase II Environmental Site Assessment (ESA) is proposed to provide due diligence prior to <br /> leasing the property. The ESA will assess soil and groundwater at the above-referenced property. The <br /> general scope of work will include the collection and analysis of soil and groundwater samples, and <br /> testing by a State-certified laboratory in order to characterize soil and groundwater conditions at the <br /> subject property. <br /> This work plan outlines the methods, procedures and protocols proposed for conducting soil and <br /> groundwater sampling at the subject property. Figure 1 shows the project site layout and the locations <br /> of proposed soil borings for this ESA. <br /> 1.3 Methodology <br /> The Limited Phase II ESA will be conducted in general accordance with the ASTM E1903-11 <br /> Environmental Site Assessments:Phase 11 Environmental Site Assessment Process. <br /> All work will be conducted under the supervision of a California-registered professional geologist. <br /> 1.4 Previous Investigations <br /> The diesel cardlock facility is located immediately northeast and east of the project site. No testing has <br /> been conducted on the project site, but the cardlock facility property was the subject of a Phase II ESA <br /> conducted by MB Environmental Geology (MBEG) in 2004. Discovery of a leak was reported to the local <br /> oversight program (LOP), San Joaquin County Department of Environmental Health, in December 2004. <br /> The LOP opened a leaking underground storage tank(LUST) case and further investigation of the <br /> cardlock facility, consisting of a soil and groundwater investigation, was conducted by Lee & Pierce <br /> Consulting Engineers (L&P) in September 2006. L&P reported that the groundwater gradient was <br /> determined to be northwest, relatively cross-gradient from the project site. L&P reported no <br /> constituents of concern were detected in any of the samples. Test results from MBEG and L&A are <br /> summarized in L&P's Subsurface Investigation Summary Report(attached). The monitoring wells were <br /> destroyed and the LOP closed the case in November 2007. <br /> Based on the current information available, Caledonia proposes the following scope of work to provide <br /> an assessment of current soil and groundwater conditions on the project site.
