CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 95-176 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SAN JOAQUIN COUNTY HOUSING AUTHORITY, <br /> MIGRANT FARM WORKER CAMP-HARNEY LANE <br /> AND <br /> CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY <br /> DEVELOPMENT, OFFICE OF MIGRANT SERVICES <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) <br /> finds that: <br /> 1. San Joaquin County Housing Authority, Migrant Farm Worker Camp-Harney Lane, operates <br /> a wastewater treatment and disposal facility for the migrant farm workers' camp. The <br /> property is owned by California Department of Housing and Community Development, <br /> Office of Migrant Services (hereafter both are called Discharger). <br /> 2. Waste Discharge Requirements Order No. 85-119, adopted by the Board on 31 May 1985, <br /> prescribes requirements for a discharge of domestic wastewater from Migrant Farm Worker <br /> Camp-Harney Lane to stabilization ponds for treatment and disposal. Order No. 85-119 is <br /> neither adequate nor consistent with current plans and policies of the Board. <br /> 3. The facility is 1.5 miles south of Lodi and 6.5 miles east of Highway 99 on Harney Lane. <br /> The Discharger discharges 40,000 gallons per day from migrant farm workers housing to <br /> mechanically aerated oxidation pond then to a evaporation/percolation pond. <br /> 4. The facility is occupied from 1 May through 31 October during the tree crop and row crop <br /> seasons. The facility houses about 96 families (400 peoplej. <br /> 5. The facility is in Section 19, T3N, R8E, MDB&M_ with surface water drainage to Bear <br /> Creek, thence San Joaquin River, as shown in Attachment A, which is attached hereto and <br /> part of the Order by reference. <br /> 6. The Board adopted a Water Quality Control Plan, Third Edition, the Sacramento River <br /> Basin and the San Joaquin River Basin (hereafter Basin Plan), which contains water quality <br /> objectives for all waters of the Basin. These requirements implement the Basin Plan. <br /> 7. The beneficial uses of Bear Creek and the San Joaquin River are municipal, industrial, and <br /> agricultural supply; recreation; esthetic enjoyment; navigation; fresh water replenishment; <br /> and preservation and enhancement of fish, wildlife, and other aquatic resources. <br />
