Box 2089 <br /> Stockton, CA 95201 <br /> NOTICE OF AMENDMENT TO GENERAL ORDER MONITORING AND REPORTING PLAN <br /> R5-2006-0078, PORT OF STOCKTON WEST COMPLEX DOCKS 14 AND 15 DREDGING <br /> PROJECT, ROBERTS ISLAND NO.1 DREDGED MATERIAL PLACEMENT SITE, SAN <br /> JOAQUIN COUNTY. <br /> On 4 August 2006, the Regional Water Board authorized Monitoring and Reporting <br /> Program No. R5-2006-0078 (MRP) for the monitoring of ground water subsequent to <br /> the placement of 130,000 cubic yards of dredged materials at Robert's Island No.1 <br /> (RN1). Under the terms of this MRP, the Port of Stockton (Port) conducted quarterly <br /> ground water monitoring at 27 wells at RN1, and submitted quarterly reports for a period <br /> of 15 quarters. On 16 December 2008, the MRP was amended to cease quarterly <br /> groundwater monitoring, in favor of annual groundwater monitoring at three well clusters <br /> at RN1. <br /> On 25 April 2013, the Port of Stockton requested that the MRP be amended to <br /> streamline and improve the annual monitoring program at the RN1 site. Since annual <br /> monitoring began in 2008, a number of the 18 wells in the monitoring program have <br /> become damaged, inactive or inaccessible due to site activities. The Port proposed the <br /> MRP be amended as follows: <br /> • Replace monitoring wells MW-6d, rands, with wells MW-12d, rands. <br /> • Replace monitoring wells MW-18d, rands, with wells MW-19d, rands. <br /> • Reconstruct monitoring wells MW-5d, MW10p and s, and MW-11p and s. <br /> Regional Water Board staff have reviewed the Port's request and concur with the <br /> requested amendments to the monitoring program. Monitoring and Reporting Program <br /> No. R5-2006-0078 is hereby amended as follows: <br /> • Wells MW-6 d, r and s, are to be abandoned and replaced in the <br /> monitoring program with wells MW-12d, r and s. <br /> • Wells MW-18d, r and s, are to be abandoned and replaced in the <br /> monitoring program with monitoring wells MW-19d, r and s. <br /> KARL E.
