CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2006-0078-B <br /> FOR <br /> PORT OF STOCKTON <br /> WEST COMPLEX DOCKS 14 AND 15 DREDGING PROJECT <br /> ROBERTS ISLAND NO. 1 DREDGED MATERIAL DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> This Monitoring and Reporting Program (MRP) amends MRP No. R5-2006-0078-A and <br /> provides requirements for monitoring groundwater at the Robert Island No. 1 (RN1) facility. <br /> This MRP is issued pursuant to Water Code Section 13267. The cost and expense of the <br /> technical reports required by this MRP are necessary to monitor water quality changes before <br /> and after discharges to dredge material placement sites. The Discharger shall not implement <br /> any changes to this MRP unless, and until, a revised MRP is issued by the Executive Officer. <br /> All samples should be representative of the volume and nature of the discharge or matrix of <br /> material sampled. The time, date, and location of each grab sample shall be recorded on the <br /> sample chain of custody form. <br /> Field test instruments (such as those used to test pH, turbidity and dissolved oxygen) may be <br /> used provided that: <br /> 1. The operator is trained in proper use and maintenance of the instruments: <br /> 2. The instruments are calibrated prior to each monitoring event; <br /> 3. Instruments are serviced and/or calibrated by the manufacturer at the recommended <br /> frequency; and <br /> 4. Field calibration reports are submitted as described in the "Reporting" section of this <br /> MRP. <br /> GROUNDWATER MONITORING <br /> Groundwater at RN1 shall be monitored on an annual basis during the second quarter of each <br /> year at three clusters of wells at the following locations: <br /> 1) Wells in the dredged sediment area: MW-5d,p,s, MW-12d,r,s, MW-19d,p,s <br /> 2) Wells down gradient from the dredged sediment area: MW-7p,s, MW-8p,s <br /> 3) Background wells: MW-9p,s, MW-10p,s, MW-11 p,s <br /> Other wells previously used for groundwater monitoring under the previous MRP should be <br /> properly abandoned and sealed, under permit and in accordance with San Joaquin County <br /> Environmental Health Department requirements. <br />
