www.eecworld.com
ENVIRONMENTALCONTR. Lic. #AHAZ-743267
ENGINEERING 5 CONTRACTING,INC. 515 N. CABRILLO PARK DRIVE, SUITE #120
SANTA ANA, CALIFORNIA 92701
(ED PHONE (714) 667-2300 FAX (714) 667-2310
September 17, 2002
Mr. Michael Infurna
San Joaquin Valley Department of
Environmental Health
304 E. Weber Avenue
Stockton, CA 95202
Subject: Final Report for Investigation and Removal of Discolored Soil at the
Former Used Auto Sales Lot, 844 El Dorado Avenue, Stockton,
California.
Dear Mr. Infurna,
On behalf of UniFirst Corporation (UniFirst), Environmental Engineering and
Contracting, Inc. (EEC) has prepared this summary report on the excavation and removal
of discolored soil encountered during construction activities at the site referenced above.
The location of the subject site is shown on Figure 1.
Background
The subject site is currently vacant and undergoing grading as part of a redevelopment
project. The project encompasses the entire city block bounded by Poplar Avenue on the
North, Hunter Avenue on the east, Flora Street on the South, and El Dorado Avenue on
the west. The location of the subject property with respect to the city block is shown on
Figure 2.
A Phase I Environmental Site Assessment conducted at the site by EEC in 1998 indicated
that a gasoline service station may have been located at the site in 1950. The basis of this
evaluation was a 1950 Sanborn Fire Insurance map that shows a building with the word
"oil" on it. The approximate location of the former building is shown on Figure 2.
Previous reports prepared for the adjacent properties indicate that groundwater is
expected to be encountered at a depth of approximately 29 to 45 feet below grade in the
site vicinity(EEC, February 1998). On August 13, 2002, EEC gauged a monitoring well
located approximately 1-1/2 blocks southeast of the subject property. Groundwater in
that well was at a depth of approximately 27 feet below grade.
On Tuesday August 6, 2002, during grading operations at the site, an approximately 110-
gallon waste-oil drum was unearthed. The drum was not connected to any piping, nor
was any piping located in the vicinity of the drum. No hydrocarbon staining or other
indication of a release or leak from the drum was evident in the soil surrounding the tank.
+Regulatory Compliance +Engineering +Wastewater Treatment/Water Reuse +Soil&Groundwater Investigation/Remediation +General&Mechanical Construction
