HUNTER,
STOCKTON, SAN JOAQUIN COUNTY (LUSTIS NO. 391153)
This memo and the attached checklist have been prepared to support a No Further Action for
the subject underground storage tank (UST) unauthorized release case. This memo serves
only as a brief summary of significant activities conducted at the site in regards to LUSTIS
case # 391153 to document our concurrence with the request for No Further Action. This
memo does not constitute a complete summary of all site activities. For a complete case
history the files regarding this case, at our office as well as the San Joaquin County
Environmental Health Department (SJCEHD), should be reviewed. The SJCEHD has no
objections or concerns with this site and concurs with the request for case closure. And, the
record owner of fee title for the parcel, Unifirst Corporation, on which the identified plume is
contained concurs with the requested case closure. It should be noted that two investigations
have been ongoing at this site, one for the petroleum underground storage tank (discussed
below) and one for VOCs (PCE, TCE, etc.) This memo is specific to the petroleum tank only.
CURRENT SITE USE -
This site is currently an active commercial laundry facility (wet washing and drying) for
commercial and industrial clients. The site also contains a hall used for events by the
Stockton Native Sons Hall Association. In the immediate area are other commercial ventures
and residential housing. See the Figure 1 and 2 for its location and the on-site specific
structures.
CASE SITE HISTORY —
In August 2002 during site construction activities underground piping and petroleum impacted
soil was encountered. Although a geophysical survey was conducted, no underground
storage tank (UST) was identified at this time. As a result of the identified impacted soil,
approximately 225 tons of soil was excavated and transported to the Forward Landfill in
Stockton for disposal. Follow-up confirmation sampling indicated that sufficient impacted soil
was removed in the specific excavation area and SJCEHD determined that it was not
necessary to open a case. However, in November 2003, during ongoing construction activities
additional petroleum impacted soil was discovered. This time prior to any excavation activities
a Geoprobe investigation was conducted, by advancing nine soil borings. Results of the
investigation found TPHmo, xylenes, ethylbenzene, and PCE. Based on the identified
contaminants additional soil excavation was conducted.
