The
investigations can be divided into two separate, but ongoing cases. One is as the result of
chlorinated solvents, such as TCE and PCE, and the second was due to the identification of a
2,500-gallon underground storage tank, that is reported have contain heating oil and/or
possibly waste oil. Currently both cases are under the direct oversight of Ms. Amy Terrell of
this Regional Board's (RB) Site Cleanup Program. I am a staff engineer in the RB's
Underground Storage Tank (UST) Program and am assisting Ms. Terrell with the UST case.
Based upon my review of all submitted technical data it appears that the UST portion of your
environmental endeavors may be considered a low-risk to human health and safety and to
water quality. As such, I am proceeding with our procedures for possible case closure under
our low-risk UST case guidance. UST regulations, and part of our UST closure process,
require that a public comment period be conducted for at least 30-days of those property
owners near the subject site's property.boundaries.
Therefore, I am requesting that you submit to me a list of all parcels located within 200 feet of
the subject case, which based upon submitted maps is bounded by Flora Street to the south,
Poplar Street to the north, EI Dorado Street to the west, and North Hunter Street to the east.
the name of the property owner for each parcel, and a mailing address for each owner. In
addition, you are to submit a map depicting the subject site and all parcels located within
aforementioned 200 feet. You are to submit the requested information by 28 May 2010.
Please note that the requesting information and proceeding actions are specific to the UST
portion of the subject site. If you have any questions regarding this matter you can call me at
(916) 464-4618 or I can be reached by e-mail at jmunch(a)waterboards.ca.gov.
James Munch, P.E.
Senior Engineer
UST Enforcement Unit II
cc: Mike Infurna, San Joaquin County Environmental Health, Stockton
William Pipes, AMEC Geomatrix, Inc., Fresno
California Environmental Protection Agency
ca Recycled Paper
