e •• <br /> E N V I RON <br /> February 23, 2012 <br /> Mr. Noel Henderson <br /> San Joaquin County <br /> Environmental Health Department <br /> 600 East Main Street <br /> Stockton, CA 95202-3029 <br /> Re: Work Plan for Limited Phase II Investigation <br /> Extra Space Storage <br /> 55 East Jamestown Street, Stockton, California <br /> Mr. Henderson: <br /> This work plan was prepared to meet the requirements for obtaining a drilling permit from the <br /> San Joaquin County Environmental Health Department (SJCEHD) for a limited Phase II <br /> investigation at Extra Space Storage, located at 55 East Jamestown Street in Stockton, <br /> California. The work is currently scheduled for Friday, March 2, 2012. <br /> Background <br /> The site is currently owned and operated by Extra Space Storage. According to the previous <br /> investigations, the southeastern portion of the site was used as a gas station from the 1960s to <br /> at least the mid-1970s. Three 6,000-gallon fuel (specific type of fuel is unknown) USTs were <br /> reportedly used at the site. The site was developed with the current improvements in 2002. <br /> A Phase I-Phase 11 ESA was conducted by ATC Associates, Inc. in 2000, during which soil <br /> borings were advanced at six locations at the site. Soil samples were collected and analyzed <br /> for petroleum hydrocarbons and volatile organic compounds (VOCs) and the analytical results <br /> indicated no detections of the analytes at or above laboratory reporting limits. <br /> As part of a property financing process, the lender has required a limited confirmatory Phase II <br /> investigation regarding the former gas station. <br /> Objective <br /> The objective of the proposed scope of work is to identify potential releases to shallow soil (i.e., <br /> less than 15 feet below ground surface [bgs]) in the areas of the former fuel USTs and fuel <br /> pump dispenser islands. Field soil screening procedures and Environmental Protection Agency <br /> (EPA) analytical methods will be used to assess the potential for subsurface impacts from the <br /> features associated with the former on-site gas station. <br /> Scope of Work <br /> Prior to initiating field activities, ENVIRON will prepare a site-specific health and safety plan <br /> (HASP) in order to protect the health and safety of field personnel. <br /> ENVIRON will mark the locations of proposed soil borings and notify Underground Service Alert <br /> at least 48 hours prior to the start of drilling and sampling activities. ENVIRON will retain a <br /> private underground utility locating subcontractor, who will use non-intrusive geophysical <br /> instruments to clear boring locations for underground utilities. ENVIRON will retain a C-57 <br /> licensed drilling subcontractor to conduct direct-push technology (DPT) drilling in order to <br /> advance soil borings into the subsurface.
