(ATC) is pleased to submit the following Workplan for the completion of a Phase II <br /> Environmental Site Assessment (ESA) for the Vacant Lot located at 55 East Jamestown Street, Stockton, <br /> California(the site). <br /> SCOPE OF WORK <br /> While conducting a Phase I ESA of the site, the following environmental concern was identified by ATC: <br /> • A gas station was located on-site from approximately 1968 to 1973. Underground storage tanks <br /> (USTs) had been present at the site when the gas station was in operation. A permit for the <br /> removal of three (3) USTs dated 1982 was discovered in the Stockton Fire Prevention Division, <br /> indicating that the tanks were removed from the site. However, no record of soil testing was <br /> discovered during the Phase I ESA. <br /> Based on this concern, ATC recommended that a subsurface investigation be conducted at the site to <br /> determine if there have been soil and/or groundwater impacts to the site from the previous use of the site <br /> as a gas station. <br /> Based on the potential impacts to soil and groundwater from the former gas station, ATC proposed to <br /> complete the following scope of work: <br /> • ATC will prepare the required site safety plan (SSP) for the proposed subsurface investigation <br /> activities at the site. A copy of the SSP will be kept on-site during the planned subsurface <br /> investigation activities. Soil borings permits will be obtained from the San Joaquin County Public <br /> Health Services — Environmental Health Division (PHS-EHD). ATC will contact Underground <br /> Service Alert and retain a private utility locator to mark utilities in the area of the proposed soil <br /> borings. <br /> ATC ASSOCIATES INC.
