(ATC) is pleased to submit the following Workplan for the completion of a Phase II
Environmental Site Assessment (ESA) for the Vacant Lot located at 55 East Jamestown Street, Stockton,
California(the site).
SCOPE OF WORK
While conducting a Phase I ESA of the site, the following environmental concern was identified by ATC:
• A gas station was located on-site from approximately 1968 to 1973. Underground storage tanks
(USTs) had been present at the site when the gas station was in operation. A permit for the
removal of three (3) USTs dated 1982 was discovered in the Stockton Fire Prevention Division,
indicating that the tanks were removed from the site. However, no record of soil testing was
discovered during the Phase I ESA.
Based on this concern, ATC recommended that a subsurface investigation be conducted at the site to
determine if there have been soil and/or groundwater impacts to the site from the previous use of the site
as a gas station.
Based on the potential impacts to soil and groundwater from the former gas station, ATC proposed to
complete the following scope of work:
• ATC will prepare the required site safety plan (SSP) for the proposed subsurface investigation
activities at the site. A copy of the SSP will be kept on-site during the planned subsurface
investigation activities. Soil borings permits will be obtained from the San Joaquin County Public
Health Services — Environmental Health Division (PHS-EHD). ATC will contact Underground
Service Alert and retain a private utility locator to mark utilities in the area of the proposed soil
borings.
ATC ASSOCIATES INC.
