#19—A 30 gallon drum of hazardous waste metal fines had faded accumulation start date
that appeared to read 2-9/06 and the hazardous waste properties was only marked as
other. For HW satellite accumulation HW cannot be stored on site longer than one year.
Correct immediately by properly disposing of the HW metal fines. Ensure that all HW
accumulated in satellite containers are properly disposed of within one year of the
accumulation start date. Submit a copy of the disposal manifest to this office by 9-30-10.
Minor violation.
The drum was a 5 gallon drum and was moved that day into the Hazardous Waste
storage area. NRC environmental services Inc removed the drum on 9/16. Note
that NRC first emptied a sump at the Pardee Chemical Building and removed a 5
gallon drum of metal fines from Pardee Center that was approximately 50% full.
They then went to Camanche Powerhouse and consolidated the fines at Camanche
Powerhouse (the 5 gallon container was approximately 20% full) by adding them
to the fines removed from Pardee Center. The Uniform Hazardous Waste
Manifest shows the generator ID number from Pardee Center since that was
where the first drum was removed. A copy of the manifest is attached to the hard
copy being mailed today.
430 — Twenty empty 55 gallon drums that used to contain oil were not labeled with an
empty date. An empty HW or Hazardous Material container (larger than 5 gallons) must
be marked with the date it was emptied and managed within one year of being emptied.
Correct immediately by marking the drums with the empty date and properly manage
them within one year. Ensure that all empty HW or Hazardous Material containers larger
than 5 gallons are properly managed. Minor violation.
All the drums were labeled as empty with the empty date on the 1St of September.
16 of the 20 drums were removed by Hunt (the company that supplied the drums
of turbine oil) the first week in September. Since that time, more full drums have
been emptied and stored in the same location. All the drums are now labeled as
em with the date as seen in the attached icture.
