For HW satellite accumulation HW cannot be stored on site longer than one year. Correct immediately by properly disposing of the HW metal fines. Ensure that all HW accumulated in satellite containers are properly disposed of within one year of the accumulation start date. Submit a copy of the disposal manifest to this office by 9-30-10. Minor violation. #30 Twenty empty 55 gallon drums that used to contain oil were not labeled with an empty date. An empty HW or Hazardous Material container (larger than 5 gallons) must be marked with the date it was emptied and managed within one year of being emptied. Correct immediately by marking these drums with the empty date and properly manage them within one year. Ensure that all empty HW or Hazardous Material containers larger than 5 gallons are properly managed. Minor violation. #52 The modified contingency plan was not observed on site. Small generators of HW must have a modified contingency plan posted by the phone. A previous copy of the facility modified contingency plan was provided during the inspection. Correct immediately by posting the facility modified contingency plan near the facility phone(s). Ensure that the modified contingency plan remains posted near the facility phone(s). Class 2 repeat violation. #79 Six universal waste (UW) lamps were left against the wall in the valve house. UW lamps must be stored in a closed container and in a manner that prevents breakage and release to the environment. Correct immediately by properly storing UW lamps in a container and close it. Ensure that all UW lamps at this facility are stored properly. Minor violation #83 The six UW lamps were not labeled. UW must be labeled to identify type of UW. Correct immediately by labeling the UW lamps as "Universal Waste-Lamp(s)". Ensure that all UW lamps are labeled properly. #84 The six UW lamps did not have documentation that indicated when it became UW. A UW handler shall be able to demonstrate the length of time that the UW has been accumulated from the date it became a waste or was received. The UW handler may make this demonstration by: (1) Placing the UW in a container and marking or labeling the container with the earliest date that any universal waste in the container became a waste or was received: ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE(5122).
