SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY - <br />Hazardous Materials Program Inspection Report <br />Facility Name: <br />RON MENCARINI & SON <br />Facility Address: <br />21677 N DEVRIES RD, LODI <br />Date: <br />December 12, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />16 HSC 25507.1 Failed to submit emergency response plan when not meeting Ag handler exemption requirements. <br />This farm business does not meet the requirements for exemption from filing emergency response procedures in <br />the California Environmental Reporting System (CERS). To meet this exemption, a farming business shall: <br />- annually submit the Hazardous Materials Inventory <br />- mark each building that stores any pesticides, petroleum fuels and oil, or fertilizers with warning signs <br />- provide training for all employees in safety procedures in the event of a release or threatened release of a <br />hazardous material. <br />Immediately take all steps to meet the requirements for exemption from filing emergency response procedures, or <br />log into the CERS at http://cers.calepa.ca.govi, and upload emergency response procedures for a release or <br />threatened release of hazardous materials, including, but not limited to, the following: <br />- immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br />- procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br />- evacuation plans and procedures, including immediate notice, for the site. <br />This is a Class ll violation. <br />17 HSC 25507.1 Failed to submit training program when not meeting Ag handler exemption requirements. <br />This farm business does not meet the requirements for exemption from filing a training plan in the California <br />Environmental Reporting System (CERS). To meet this exemption, a farming business shall: <br />- annually submit the Hazardous Materials Inventory <br />- mark each building that stores any pesticides, petroleum fuels and oil, or fertilizers with warning signs <br />- provide training for all employees in safety procedures in the event of a release or threatened release of a <br />hazardous material. <br />Immediately take all steps to meet the requirements for exemption from filing a training plan, or log into the CERS at <br />http://cers.calepa.ca.govi, and upload a training plan for all employees that address annual training, including <br />refresher courses, safety procedures for the event of a release or threatened release of a hazardous material, <br />including, but not limited to, familiarity with the facility's emergency response plans and procedures. These training <br />programs may take into consideration the position of each employee. <br />This is a minor violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection.
