V <br /> FORMER DELTA PAPER FACILITY JUL 2 31999 <br /> 401 South Lincoln Avenue, Stockton, California <br /> ENV!R'C':%1"-NTAL HEALTH <br /> PERMIT J SERVICES <br /> 1.0. INTRODUCTION <br /> This Work Plan has been prepared to procure applicable permits required by the San Joaquin County <br /> Public Health Services - Environmental Health Division (PHS-EHD) for soil assessment at the <br /> former Delta Paper Company facility at 401 S. Lincoln Ave., Stockton, California(Figure 1). This <br /> work plan describes the procedures to be used for advancing soil probe borings, collecting and <br /> preserving soil samples, analyses of selected soil samples, and soil probe boring abandonment. <br /> The purpose of this investigation is to assess the potential presence of petroleum hydrocarbon <br /> compounds in soil resulting from former site operations as identified during a Phase I site assessment <br /> of the property. Areas of potential environmental concern to be investigated include an outdoor <br /> crushing area with visible hydrocarbon staining on concrete within a secondary enclosure, two <br /> former fuel tank sites and one site with disturbed paving. Assessment will be for total petroleum <br /> hydrocarbons "all" and chlorinated hydrocarbons. <br /> 2.0. SCOPE OF WORK <br /> Advanced GeoEnvironmental, Inc. (AGE) proposes to collect soil samples to assess for petroleum <br /> hydrocarbon-impacted soil or chlorinated hydrocarbon-impacted soil in areas of potential <br /> environmental concern at the site. The investigation will consist of the following tasks: <br /> • Permitting and pre-field work activities; <br /> • Soil sample collection and analysis; and <br /> • Report preparation. <br /> 2.1. PERMITTING AND PRE-FIELD WORK ACTIVITIES <br /> Applicable site assessment permits will be obtained from the PHS-EHD. Additional PHS-EHD <br /> requirements include preparation and submittal of this work plan and a site-specific Health and <br /> Safety Plan(Appendix A). Prior to mobilization, each soil probe location will be clearly marked and <br /> an utility clearance obtained through Underground Service Alert. The PHS-EHD will be contacted <br /> 48-hours prior to conducting investigation activities. <br /> Advanced GeoEnvironmental,Inc. <br />
