Preliminary Site Assessment Report <br /> FORMER DELTA PAPER FACILITY <br /> 401 South Lincoln Avenue, Stockton, California <br /> 1.0. INTRODUCTION <br /> At the request of Mr. Michael Hakeem of HAKEEM, ELLIS, SIMONELLI AND MARENGO, <br /> Advanced GeoEnvironmental, Inc.(AGE) has prepared this Preliminary Site Assessment Report as <br /> required by the San Joaquin County Public Health Services - Environmental Health Division (PHS- <br /> EHD) for soil assessment at the former Delta Paper Company facility at 401 S. Lincoln Ave., <br /> Stockton, California (Figure 1). This report describes the procedures used for collecting and <br /> preserving soil and groundwater samples, analyses of selected soil and groundwater samples, <br /> findings, and recommendations. <br /> The purpose of the investigation was to assess the potential presence of petroleum hydrocarbon <br /> compounds in soil/groundwater resulting from former site operations as identified during a Phase <br /> I site assessment of the property. Areas of potential environmental concern to be investigated include <br /> an outdoor crushing area with visible hydrocarbon staining on concrete within a secondary enclosure, <br /> two former fuel tank sites and two sites with disturbed paving/asphalt patched concrete. Assessment <br /> was for total petroleum hydrocarbons "all" and chlorinated hydrocarbons. <br /> 2.0. SCOPE OF WORK <br /> Advanced GeoEnvironmental, Inc. (AGE) proposed the collection of soil samples to assess for <br /> petroleum hydrocarbon-impacted soil or chlorinated hydrocarbon-impacted soil in areas of potential <br /> environinental concern at the site. The scope of work consisted of the tasks outlined in the AGE- <br /> prepared Preliminary Site Assessment Work Plan dated 21 July 1999, and primarily was to advance <br /> soil borings, collect soil samples for laboratory analysis in areas identified as having potential <br /> environmental concerns. Additionally, one groundwater sample from boring BI and one liquid <br /> sample from within a discovered UST was collected and analyzed. Procedures for groundwater <br /> sampling and analysis are discussed in section 2.2. <br /> 2.1. SOIL SAMPLE COLLECTION AND ANALYSIS <br /> AGE advanced 4 soil probe borings at selected areas of potential environmental concern. The soil <br /> probe boring locations are shown on Figure 2. Three probe borings were attempted adjacent to the <br /> secondary enclosure for the crushing machine. The conditions were not conducive for direct-push <br /> techniques, so that boring was not completed. One soil probe boring was advanced adjacent to each <br /> of the two former(?) fuel tanks, and two soil probe borings were advanced in an area of disturbed <br /> concrete and asphalt patched concrete. <br /> Soil probe boring B 1 was advanced within the disturbed concrete located at the southwest corner of <br /> Advanced GeoEn ironmentHl,Inc. <br />
