(Stantec), for the four commingled petroleum pollution sites (CP0057) at the intersection of
West Charter Way and South Lincoln Street, in Stockton (Site). The documents reviewed were:
• Work Plan, submitted 29 February 2016
• Feasibility Study/Corrective Action Plan, submitted 29 February 2016
• Site Management Plan, submitted 29 February 2016
• 4Q2015 Semi-Annual Groundwater Monitoring Report, submitted 29 February 2016
Results of previous assessments indicate the existence of a shallow water-bearing zone
consisting of discontinuous interbedded fine and coarse-grained strata, and three relatively
continuous coarse-grained water-bearing zones within the predominant fine-grained strata. The
shallowest water-bearing zone (designated A Zone) is between 0 to 35 feet. The B zone is
between approximately 35 to 65 feet below the ground surface (bgs). The C zone consists of a
relatively continuous sand layer between the depths of 60 and 90 feet. The deepest identified
coarse-grained stratum (D Zone) is found at depths of 110 to 118 feet bgs. Depth to water has
historically fluctuated between 12.5 and 45 ft. bgs. The groundwater flow direction in the A zone
is to the southeast, north-northwest and west; the groundwater flow direction in the B zone has
been reported to be east, southeast, south-southeast and southwest; the groundwater flow
direction in the C zone has been to the east-southeast; and the groundwater flow direction in the
D Zone is reported to the northeast, and east-southeast. A predominant downward vertical
gradient is observed at the Site, possibly induced by pumping from production/irrigation wells
screened in deeper water-bearing zones. Analytical data show higher levels of petroleum
KAnL E. LONOLE`.' ScD. P.E.,CI AIP I PAMELA C. CnEEDON P.E., BCEE.
