CPA0057 Sites RECEIVE 27 April 2016
West Charter Way and Lincoln Street 26
Stockton, San Joaquin County IAY 0
ENVIRONMENTAL
HEALTH DEPARTMENT
Please copy the Central Valley Water Board on correspondence requesting access from
the owner of the Dolly Madison property at 1426 Lincoln Street so we can verify a formal
request was made and so we may follow up, if necessary.
7. Groundwater monitoring well SMW-14-49 appears to also be located on the Dolly
Madison property and has not been monitored since 2010. Table 2.1 included in the
4Q15 Groundwater Monitoring Report indicates this well is to be monitored annually.
Please insure this well is sampled in the next groundwater monitoring event and report
results in the Semi-Annual Groundwater Monitoring report due 30 June 2016.
8. A review of the Site on the GeoTracker maps shows Huerta Elementary School and
Edison High School across French Camp Turnpike, less than 500 feet southeast (down-
gradient) of the leading edge of the groundwater pollution emanating from the Site. I am
concerned the schools may be using water supply wells to water the numerous playing
fields on these properties. By 30 June 2016, please provide contact information for
personnel at the schools so I may confirm the source of water used at the schools.
In summary, Central Valley Water Board staff expect to receive the following;
• By 30 June 2016, submit the First 2016 Semi-Annual Groundwater Monitoring Report,
including well construction details and analytical results for wells DMW-6, DMW-8,
DMW-9, DMW-15 and analytical results from SMW-14-49.
• By 30 June 2016, submit a Work Plan Addendum proposing a sufficient number of grab
groundwater sampling points to complete horizontal and vertical delineation of petroleum
constituents to the WQOs, and a scope of work for additional ART wells to address
pollution migrating to the east of the former Texaco (Shell) property. Please provide
contact information for Huerta Elementary School and Edison High School personnel
that can confirm the sources of water used on these properties.
• By 29 July 2014, please submit a draft Fact Sheet summarizing the remedial
investigation and the corrective action proposed. In addition, please provide a list of
names and addresses of the property owners and occupants to be notified within 500
feet of the groundwater pollutant plume.
If you have any questions or concerns regarding the comments in this letter, please do not
hesitate to give me a call at (916) 464-4619.
CORICONDON
Senior Engineering Geologist
Underground Storage Tank Program
Attachment ; example Fact Sheet
cc; on next page
