After a second rebound test is completed, and if <br /> rebound occurs a second time, then SVE/AS will not be restarted as this method has reached <br /> its usefulness for remediation. Upon completion of remediation at the Chevron site, the <br /> moveable components of the SVE/AS system may be installed to the east across Lincoln St. at <br /> the Sarah Lee site (Columbo/Toscana Bakery) for continuation of corrective action. <br /> The CAP is approved for Chevron's SVE/AS installation and startup. Note that prior to <br /> restarting of SVE/AS and after a rebound test indicates significant increases in petroleum <br /> hydrocarbons concentrations, a technical evaluation is necessary and appropriate to determine <br /> whether SVE/AS can be adequately optimized based on the current well configuration, whether <br /> additional SVE/AS wells are required to optimize treatment due to changes in the site <br /> conceptual model, and whether additional technologies (i.e., in-situ chemical oxidation, etc.) <br /> could achieve maximum source removal in a cost effective manner, to reach closure in a more <br /> timely manner. <br /> Please continue to expedite the CAP implementation to reach closure as expeditiously as <br /> possible. The ten months to Chevron's SVE/AS startup is excessive, an example is the <br /> scheduled 125 days for State Water Resources Control Board UST Cleanup Fund (Fund) pre- <br /> approval and approval of costs, and not due to technical issues or permitting delays. Thirty <br /> days is more reasonable for both Fund pre-approval and approval. Therefore, notification of <br /> Chevron's SVE/AS system startup is due 30 January 2013. <br /> Also note that we are continuing to work on a draft Cleanup and Abatement Order (CAO), which <br /> will include enforceable due dates for all four sites in CP0057, and the above 30 January 2013 <br /> deadline.
