CHARTER WAY AND 1444 S. LINCOLN STREET,
(COLUMBO/TOSCANA BAKERY, RB #390825) STOCKTON,
SAN JOAQUIN COUNTY
I reviewed the Monthly Status Report—April 2013 (Report), received 14 May 2013 from
Stantec, the lead consultant for the above sites. The Report documented the
continuous operations of the full scale Soil Vapor Extraction (SVE) system and the
startup of the Air Sparging (AS) system from 7 March 2013 through 26 April 2013 at the
Chevron facility. Six (6) SVE wells (VE-1 through VE-6) and twelve (12) AS wells (AS-1
through AS-12) are piped to the SVE/AS treatment system compound/module.
The Report states SVE operated 547 hours during April 2013, removed 898.17 lbs. of
petroleum hydrocarbons from soil at an average rate of 39.43 lbs. per day, and SVE air
emissions at 99% destruction efficiency were in compliance with the permit
requirements. Initial startup for AS on 7 March 2013 revealed AS-11 and AS-12 air flow
rates were minimal, indicating partial well blockage. AS-11 and AS-12 were
redeveloped by hand bailing on 5 April 2013 and silt was reported in the purge water.
The AS system was restarted 9 April 2013, pulse rates for the AS wells were optimized,
and all AS wells were operating as designed in pulse mode on 26 April 2013. The
Report recommends continuous operations of the SVE/AS treatment system.
I concur to the recommendation for continuous operations of the SVE/AS treatment
system. The next SVE/AS system startup monthly status report is due 15 June 2013.
If you have any questions, you can contact me at (916) 464-4615 or I can be reached
by e-mail at ibarton waterboards.ca.gov.
James L.L.
