LINCOLN STREET, (COLUMBO/TOSCANA <br /> BAKERY, RB #390825) STOCKTON, SAN JOAQUIN COUNTY <br /> I reviewed the Remedial System Installation and Startup Report (Report), received <br /> 15 April 2013 from Stantec, the lead consultant for the above sites. The Report documented the <br /> installation and intermittent startup of the full scale Soil Vapor Extraction (SVE) and Air Sparging <br /> (AS) system from 1 October 2012 through 14 March 2013 at the Chevron facility. Five (5) <br /> additional SVE wells (VE-2 through VE-6) and ten (10) additional AS wells (AS-3 through <br /> AS-12) were installed during October 2012. The piping and treatment system <br /> compound/module were installed between 19 November 2012 and 15 February 2013. <br /> The paper copy of the Report also included a CD-ROM of the detailed Operations and <br /> Maintenance Manual for the SVE/AS treatment system startup, running, and restart protocols; <br /> the Health and Safety Plan (Stantec and subcontractors); the As-Built Plans for the construction <br /> of the SVE/AS system; the Manufacturer's Specification Sheets; and the Well Logs. The Report <br /> stopped on 14 March 2013 at the required shutdown required after the initial soil vapor <br /> treatment system effluent sampling for the San Joaquin Valley Air Pollution Control District <br /> permit. The Report stated the first three monthly status reports, which are due 15 May 2013, <br /> 15 June 2013, and 15 July 2013, will provide details of the continuous operations and the <br /> optimization of the SVE/AS system. Subsequent semi-annual monitoring reports and quarterly <br /> status reports will continue reporting the operation of the SVE/AS treatment system, including <br /> the petroleum hydrocarbons mass removed per quarter. <br /> Please include the SVE/AS system information for the period of 15 March to 31 March 2013 in <br /> the next monthly status report. You may also include the 15 July 2013 status report in the <br /> 30 July 2013 monitoring report.
