The State Water Resource Control Board (SWRCB) will
invoice you directly for activities performed under the auspices
of the Local UST Oversight Program. The goal of the site
evaluation performed by Public Health -Services Environmental
Health Division (PHS/EHD) is to certify closures of underground
tank leakage sites pursuant to the California Code of
Regulations, Division 3 , Chapter 16, Article 11 (Corrective
Action Regulations) . These regulations govern the investigation
and mitigation activities at leaking underground storage tank
sites . To obtain a copy, please contact the SWRCB at (916) 657-
2390 . Closure certification occurs only after mitigation
activities are completed.
The soil sample results from samples collected beneath the two
underground storage tanks removed in 1994 from this property
showed hydrocarbon contamination. A monitoring well installed by
Texaco near this former tank location shows groundwater
contamination not associated with the Texaco release . This soil
and groundwater contamination requires additional investigation
and cleanup. In order to initiate additional work at this site,
i you must hire a consultant to prepare a workplan to install soil
borings and monitoring wells at the site . Enclosed for your
information is a list of consultants that engage in this type of
work. By December 15, 1995, please submit to this office a
workplan to investigate the lateral and vertical extent of the
r contamination at the site.
