1.0 INTRODUCTION <br /> On behalf of PSC Environmental Services (PSC), ETIC Engineering, Inc. (ETIC) has prepared <br /> this soil and groundwater investigation work plan for the former Colombo/Toscana Bakery <br /> (Colombo/Toscana) located at 1444 South Lincoln Street in Stockton, California (the Site). <br /> This work plan has been prepared in accordance with the September 26, 2006 and January 8, <br /> 2007 letters from the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> (Appendix A). <br /> Colombo/Toscana operated two 4,000-gallon gasoline underground storage tank(UST) systems <br /> for fleet refueling at the Site. The gasoline UST systems were removed for permanent closure <br /> in February 1994, and soil samples collected from the former UST excavation contained <br /> elevated concentrations of petroleum hydrocarbons. Environmental investigations were <br /> performed at the Site from February 1996 to December 1997 to evaluate the degree and extent <br /> of contamination in soil and groundwater. Mr. Edward Overton currently owns the Site. <br /> The objective of the proposed subsurface investigation is to delineate the vertical and lateral <br /> extent of petroleum hydrocarbons in soil and shallow groundwater at the Site. ETIC will <br /> address this objective by performing the following activities: <br /> • Drill soil borings for further characterization of soil and groundwater conditions in the <br /> shallow aquifer; <br /> • Collect soil and groundwater samples for laboratory analyses; <br /> • Compile and evaluate laboratory analytical data; and <br /> • Prepare a written investigation report for PSC. <br /> 2.0 SITE BACKGROUND <br /> 2.1 DESCRIPTION OF SITE AND VICINITY <br /> The Site occupies approximately 0.9 acre of land in Stockton, California(Figure 1). The Site is <br /> located in Township 1 North, Range 6 East of the Mount Diablo Baseline and Meridian. <br /> The Site is located in an area occupied by commercial and industrial businesses. The Site is <br /> bordered to the north by a Texaco service station (now an Arco station), to the east by a vacant <br /> lot, to the south by a former Dolly Madison bakery site (1426 South Lincoln Street), and to the <br /> west by South Lincoln Street. Beyond South Lincoln Street to the west are a Chevron station <br /> and the City of Stockton Corporate Yard(Figure 2). <br /> The majority of the Site is occupied by a warehouse building (Figure 3). Adjacent to the <br /> western and northern sides of the building is an asphalt-paved parking area and driveway. <br /> 1 <br />
