''international Incorporated September 4, 1997 „3 Mr.Ron Rowe San Joaquin County Public Health Services Environmental Health Division Site Mitigation Unit 304 Weber Street,Third Floor Stockton,CA 95202 REVISED WORK PLAN FOR SOIL AND WATER INVESTIGATION,FORMER SAN FRANCISCO FRENCH BREAD COMPANY FACILITY, 1444 SOUTH LINCOLN STREET, STOCKTON, CALIFORNIA,FOR METZ BAKING COMPANY Dear Mr.Rowe: SECOR International Incorporated(SECOR)is pleased to submit this revised Work Plan on behalf of Metz Baking Company(Metz)for conducting additional soil and water investigation and related activities at 1444 South Lincoln Street in Stockton, California (the Site). The Site location is shown on Figure 1. These activities were recommended in SECOR's June 11, 1996 Site Investigation Report. The San Joaquin County Environmental Health Division (SJCEHD)concurred with these recommendations in a letter dated July 12, 1996. The original work plan for conducting additional Site investigation was sent to the SJCEHD on June 2, 1997. A letter dated August 5, 1997 from the SJCEHD requested that additional activities be performed beyond the original scope of work included in the original work plan dated June 2, 1997. 1.0 SITE BACKGROUND The Site was a Colombo/Toscana Bakery formerly used by the San Francisco French Bread Company (SFFBC) to produce and distribute baked food products. A Site Plan is provided on Figure 2. In February 1994,two 4,000-gallon capacity underground storage tanks(USTs)were excavated and removed from the Site under the direction of SEMCO. Two soil samples collected and analyzed from the west end of the UST excavation at a depth of 13 feet below ground surface (bgs) were reported to contain total petroleum hydrocarbons as gasoline (TPHg), toluene, ethylbenzene and xylenes at maximum concentrations of 6,300 milligrams per kilograms (mg/kg), 42 mg/kg, 50 mg/kg and 310 mg/kg, respectively. Benzene was not reported above the laboratory detection limit for these two samples. Three soil samples collected and analyzed from the east end of the excavation and from beneath the former product lines were reported to contain low to nondetectable petroleum-hydrocarbon concentrations. In November 1995, SECOR reviewed regulatory files maintained by the SJCEHD to evaluate soil and groundwater conditions at the Site. The Site is in an area with regional petroleum-hydrocarbon groundwater contamination and commingling plumes from different properties.
