Box 388 <br /> Stockton,California 95201-0388 <br /> WORK PLAN FOR ADDITIONAL SITE INVESTIGATION, SOIL VAPOR EXTRACTION/AIR <br /> INJECTION PILOT TESTING,AND QUARTERLY GROUNDWATER MONITORING, FORMER <br /> SAN FRANCISCO FRENCH BREAD COMPANY FACILITY, 1444 SOUTH LINCOLN STREET, <br /> STOCKTON, CALIFORNIA,FOR METZ BAKING COMPANY <br /> Dear Mr.Ron Rowe: <br /> SECOR International Incorporated(SECOR)is pleased to submit this Work Plan on behalf of Metz Baking <br /> Company (Metz) for conducting additional soil and groundwater investigation, performance of a soil vapor <br /> extraction/air injection(SVE/AI)pilot test,and initiation of quarterly groundwater monitoring at 1444 South <br /> Lincoln Street in Stockton,California(the Site). The Site location is shown on Figure 1. These activities were <br /> recommended in SECOR's June 11, 1996 Site Investigation Report. The San Joaquin County Environmental <br /> Health Division(SJCEHD)concurred with these recommendations in a letter dated July 12, 1996. <br /> 1.0 SITE BACKGROUND <br /> The Site was a Colombo/Toscana Bakery formerly used by the San Francisco French Bread Company <br /> (SFFBC) to produce and distribute baked food products. A Site Plan is provided on Figure 2. In February <br /> 1994,two 4,000-gallon capacity underground storage tanks(USTs)were excavated and removed from the Site <br /> under the direction of SEMCO. Two soil samples collected and analyzed from the west end of the UST <br /> excavation at a depth of 13 feet below ground surface (bgs) were reported to contain total petroleum <br /> hydrocarbons as„gasoline(TPHg), toluene, ethylbenzene and xylenes at maximum concentrations of 6,300 <br /> milligrams per kilograms (mg/kg), 42 mg/kg, 50 mg/kg and 310 mg/kg, respectively. Benzene was not <br /> reported above the laboratory detection limit for these two samples. Three soil samples collected and analyzed <br /> from the east end of the excavation and from beneath the former product lines were reported to contain low <br /> to nondetectable petroleum-hydrocarbon concentrations. <br /> In November 1995, SECOR reviewed regulatory files maintained by the SJCEHD to evaluate soil and <br /> groundwater conditions at the Site.
