(INCLUDE CHRONOLOGICAL HISTORY,RECOMMENDATIONS.CLEANUP and FINAL DISPOSITION) <br /> 12-15-11 Received a spill notification at 12:10PM. A sheen on the San Joaquin River at the Stockton Sailing Club <br /> near Buckley Cove is about 100 by 20 yards in size. Arrived on site at 12:30PM and met Suzi Wasielewski, Harbor <br /> Master and Duke MacGill, Port Captain. Duke stated that Dennis Davis, Responsible Party was still inside his <br /> sailboat. A sheen was observed nect to the sailboat of Dennis Davis at Dock E Slip#33. Stockton Sailing Club <br /> management deployed spill control waddles around the vessel of Dennis Davis. Some of the cleaned up red dye <br /> diesel and contaminated waddle has been placed into a five gallon bucket. The Port Captain, Duke MacGill <br /> informed that the leak from a broken fuel line in the vessel has been stopped. A replacement part has been ordered <br /> to replace the leaking portion of the fuel line. The red dye diesel only escaped the vessel when the bilge pump was <br /> turned on. To stop further releases, the bilge pump has been turned off. Broken portion of the fuel line has been <br /> removed. Remaining portion of the fuel line has been capped off. Valve to the fuel tank has been switched to the off <br /> position. The engine is off. Clean up in progress. Stockton Sailing Club management will place the spilled fuel, and <br /> contaminated solids in the hazardous waste drums on site for routine pick up by their registered hazardous waste <br /> hauler. I spoke with Heather Stemmerman of the USCG who confirmed that USCG will not be inspecting the site <br /> today. Suzi Wasilewski, Harbor Master provided a written statement that waste generated from the spill and clean <br /> up will be disposed of into the appropriate containers on site and that these containers will be emptied with their <br /> regular hazardous waste pick up by their registered hazardous waste hauler. A copy of the disposal receipt will be <br /> provided as soon as available. Dennis Davis, Responsible Party drove off during the inspection and was not <br /> available for interview.
