To the north of the building is an area with at least one hundred <br /> and eighty(180) 55-gallon drums of used oil, seventeen(17) 55-gallon drums of hazardous waste, and hundreds of <br /> 55 gallon drums, and larg rolling bins waiting to be processed. <br /> -on the north side of the building, near the hazardous waste storage area was a large dark stained area. According <br /> to Mr. Kandathil it was used oil that had spilled onto the ground while moving or filling drums but they did not have <br /> time to clean it up. <br /> -near the cyclone fence, by the hazardous waste storage area a 55 gallon drum with a hole in the bottom was seen. <br /> The contents appeared to be used oil and had drained onto the ground and into the dirt. <br /> -two damaged 55 gallon d ums (green and red) appeared to have drained most of their contents, used oil, onto <br /> concrete and dirt. Near the red and green drums was a row of double stacked 55 gallon drums (blue), at least seven <br /> deep. Near the sixth set of drums was a dark oily stain on concrete. It could not be determined which drum it had <br /> come from. <br /> -multiple other areas throughout the yard had dark oily staining on the concrete and on the dirt. <br /> Hazardous wastes shall bQ disposed of only by transportation to a permitted hazardous waste treatment, storage, and <br /> disposal facility (TSDF). Immediately cease disposal of hazardous waste to the dirt and concrete and ensure that all <br /> future waste is hauled by E licensed hazardous waste transporter to a permitted TSDF. <br /> This is a Class I violation. <br /> 203 HSC 25189.5(c) Transported or caused transportation of hazardous waste to an unauthorized point. <br /> At time of inspection: <br /> -the facility accepted at least three 55-gallon drums containing undrained used oil filters without first verifying whether <br /> the used oil filters were completely drained. DTSC staff examined a few oil filters from each drum and identified at <br /> least one undrained used it filter from each container <br /> -one 55 gallon drum label "used absorbents"with a generator name of"williams tank lines" containing used oil and <br /> other hazardous wastes identified as non-RCRA by Mr. Kandathil <br /> -one 55 gallon drum of waste aerosol cans, identified by Mr. Kandathil, from an unknown source <br /> were seen. <br /> -paper oil filters with no m tal for scrap metal recycling <br /> -two 55 gallon drums of oil filters floating in drums of used oil, more suspected throughout the yard due to handling <br /> procedures (Unable to open every drum at time of inspection). <br /> According to Mr. Kandathil it is standard business practice to drop an unloaded trailer at his"customers" location. <br /> After dropping an unloaded trailer at the location a full trailer is then transported back to the facility location at 1640 <br /> Broadway, Stockton CA. The drums are loaded into the trailer by someone other than Mr. Kandathil or his <br /> employees. The drums are not checked before backhauling to the location in Stockton CA. <br /> 1640 Broadway Avenue St ckton CA is not a facility with a permit from the department(DTSC)to receive hazardous <br /> waste. Immediately cease receiving hazardous waste at this facility. <br /> This is a Class II violation. <br /> Page 8 of 15 <br />
