Some containers were labeled <br /> but many were not labeled and the contents are unknown at this time. Containers labeled with the chemical <br /> "Naphtha"were observed in several different areas of the property. According to the label"Naphtha"has a <br /> flash point of 16°F,which indicates imminent hazard. In addition,many other hazardous chemicals were <br /> observed in deteriorating containers and showed signs of leakage. (Refer to pictures previously forwarded <br /> to you). <br /> Please be advised that disposal of hazardous waste to land is a violation of California Health and <br /> Safety Code Section 25189.5. <br /> CORRECTIVE ACTION: <br /> Effective immediately,secure the property to prevent public access and secure the containers to <br /> prevent further discharge or impact to land. <br /> Effective immediately,hire a hazardous waste clean up company to clean and dispose of the <br /> hazardous waste according to California Code of regulations,Title 22(Hazardous Waste <br /> Regulations). <br /> Within 30 days submit all disposal records to this office. <br /> Failure to comply with the above corrective action may result in legal proceedings against you. <br /> If you have any questions,please contact,Muniappa Naidu, Senior REHS,at(209)468-3439. <br /> Muniappa Naidu, Senior REHS <br /> Hazardous Waste Generator Program <br /> Environmental Health Department <br />
