Since the well
represents an exposure pathway, a minimal approach would be to sample the well now and
determine if the water meets current, applicable drinking water standards and criteria.
Once those results are available in conjunction with SJCEHD we can make a decision as to
whether or not additional sampling is necessary.
2) Thank you for bringing the sign in, it is approved.
3) With respect to the Chemical Identification and Segregation Plan, the order describes a
detailed scope of work. I provided some information to Rayna regarding the chlorine
institute, the propane association, and compressed gas cylinder handling guides. The plan
will need to include identification procedures for solids, liquids and gasses; these are
some of the references I used in my tenure as a member of DTSC's Emergency Response Unit.
Please make sure that the components enumerated in the Order are found in the plan. The
content of the plan is important, the order in which the contents are presented is not.
During our conversation today, you asked if I had a template for the Monthly Summary
Report (MSR) . I do not have a template. The order contains a good listing of the
elements. The who, what, where, when and why are important, a few hints:
1) Actual dates or periods should be included when enumerating the actions taken by or on
behalf of the respondent with respect to the site during the reporting month (meetings,
document submission, work) . For example: On December 12, 2007 the Project Coordinator
conducted a review of the files maintained by DTSC;
2) Actions to be undertaken by or on behalf of the respondent in the current month; For
example: During the current month, an IH, and a removal contractor were selected. theses
entities were provided with copies of the order as required by Section 6.25 of the Order.
There qualifications are attached for your review.
3) Planned activities for the next month; For example: During the next month the
respondent plans to receive DTSC and SJCEHD comments on the Chemical Identification and
Segregation Plan.
4) Requirements that were not met during the reporting month. For example: The
collection of samples which was scheduled to occur on January 12 was postponed due to
inclement weather. The sampling is scheduled to occur on February 14. Also, since the
month is half over by the time the report is sent, discuss any requirements that will not
be met. For example: Well sampling scheduled for this month was not completed, the well
is currently dry due to the current regional drought, an attempt to collect the sample
will be made in mid-May. I have found that successful Project Managers often report on
what is going to occur in the next 90 days;
5) ; A discussion of any problems encountered or anticipated during the reporting month;
and
6) include results from sample analysis or monitoring generated during the reporting
month. For example included as attachment A are the analytical results for the eight
samples collected on December 28, 2007.
7) The reports should be sent in by mail and be signed by the you or your designee. An MSR
received by e-mail will be accepted as long as it is sent in a portable document file
(pdf) and contains a signature.
1
