Although the issues related to the Site and DTSC's
involvement are complex, we attempt to answer your questions in this letter.
Preliminary Endangerment Assessment(PEA) Report.
In 2009, DTSC conducted an emergency removal of hazardous materials located
on the Site that posed a risk to public health. Subsequently, DTSC conducted a
Preliminary Endangerment Assessment (PEA) to determine to what extent hazardous
substances were released on the Site and whether these releases posed a risk to public
health or the environment. DTSC published a report dated October 12, 2012 based on
the findings of the PEA. This PEA report found that although some contamination
remains in top layers of surface soil in several specific areas of the Site, this remaining
contamination does not pose a risk to groundwater or to off-site human or
environmental receptors. The report also determined that an immediate potential hazard
to public health or the environment is low. The report concluded that although
hazardous substances have been released at the Site, their locations and chemical
concentrations indicated "...the releases do not pose an immediate potential hazard to
public health or the environment and an expedited response is not required..." (pg 41).
Regarding the potential impact from the Site on your vegetable garden, the PEA
determined the hazardous substances found at the Site did not pose a risk of migrating
off-site (from the Site to neighboring properties such as yours).
Based on our finding of low potential for public health risk and the fact that the Site has
an owner, DTSC does not plan to conduct additional cleanup activities using public
funds. Instead, DTSC expects the current owner and/or any future owner of the Site to
maintain the Site and implement the recommendations of the PEA.
® Printed on Recycled Paper
