Reviewed the H A S P of CH2MHILL Hanford Corp., of Richland, WA —July, 2004 <br /> Under a contract issued by the U. S. Department of Energy, I evaluated this company's estab- <br /> lished Health and Safety Plan as it related to the company's contractual activities in managing <br /> and operating the Tank Farms at the Hanford Site in south central Washington state—these <br /> Tank Farms consist of 177 buried tanks,each containing mixed radioactive and chemical wastes. <br /> I identified several areas, almost exclusively related to the use of personal protective equipment in <br /> various work tasks that needed to be carefully reviewed and modified. Recommendations were <br /> implemented and are now in force. <br /> 9. Reviewed the H A S Ps of three sub-contractors to Bechtel National Corp. of San Fran- <br /> cisco,CA—October,2004 <br /> Under a contract issued by the U. S. Department of Energy, I evaluated the Health and Safety <br /> Plans of. (1) Intermech Corp. of Boise, ID, (2)J. D. Purcell Co. of Yakima, WA, and (3)Morse <br /> Construction Co. of Spokane,WA, all major sub-contractors for Bechtel National Corp. under <br /> its prime contract to build a large waste treatment facility at the Hanford Site in south central <br /> Washington state. The goal of these reviews was to ascertain that the H A S Ps of these three <br /> companies complied fully with the accepted H A S P of Bechtel National Corp. There were <br /> small areas in all three of these company's H A S Ps that required modification. In order. In- <br /> termech Corp. was asked to review its Hearing Conservation Program,J. D. Purcell Co. was <br /> asked to review the qualification requirements of those of its employees who must mix and pre- <br /> pare surface coatings,and Morse Construction was asked to add provisions for scaffold con- <br /> struction for use around large round structures such as tanks. These modifications have been <br /> made and have been implemented at that site since December,2004. <br /> 10. Review of the H A S P for ASCO Manufacturing of Stockton, CA—October 2005 <br /> ASCO Manufacturing, a subsidiary of Emerson Corp., had been asked by its parent company to <br /> obtain a professional review of its Stockton plant HASP. In addition they were requested to <br /> have this review to contain an evaluation of the overall safety program at the Stockton facility. <br /> The review of the HASP and the observations of the plant operations resulted in recommenda- <br /> tions for a wider use of Personal Protective Equipment(items of hearing and respiratory protec- <br /> tion)in a variety of functional areas at this facility. <br /> 11. Prepared the H A S P for Condor Earth Technologies,Inc. —July 2007 <br /> Condor Earth Technologies, Inc. had the contract for the excavation of <br /> all the soils -contaminated and uncontaminated - from the foundation <br /> and the utility service paths of the planned Merced County Animal Con- <br /> trol Facility to be located at the DA-6 Site of the former Castle Air Force <br /> Base, and the county required them to have an approved H A S P prior <br /> to beginning the contract. I prepared a H A S P that was focused on the <br /> safe use of excavation machinery, as well as the analysis, handling, and <br /> disposition of all excavated soils. <br />
