Washington Street, Lodi, California 95240 <br /> Dear Mr. Pierce: <br /> Oneida Total Integrated Enterprises (OTIE) is submitting this work plan on behalf of the <br /> California Army National Guard (CA ARNG), under contract W91238-09-D-0017, delivery <br /> order 0004 with the United States Army Corps of Engineers (USACE) Sacramento District, to <br /> properly excavate and remove soils impacted with diesel fuel within the gravel parking area of <br /> the CA ARNG Armory at 333 N. Washington Street in Lodi, California (herein after referred to as <br /> the "site"), as illustrated in Figure 1 (Attachment A). <br /> BACKGROUND <br /> In a letter dated September 30, 2009, the San Joaquin County Environmental Health <br /> Department (EHD) issued to the CA ARNG a "Notice to Abate Immediately" the diesel <br /> contaminated soil at the site (Attachment B). The EHD has subsequently referred oversight to <br /> the Central Valley Regional Water Quality Control Board (CVRWQCB). A "Notification of <br /> Hazardous Waste Discharge" report was filed on August 3, 2009 with the Department of Toxic <br /> Substances Control (DTSC) and the CVRWQCB pursuant to Health and Safety Code §25180.7. <br /> The site has also been placed on the list of hazardous waste contaminated sites in San Joaquin <br /> County that is maintained by EHD. <br /> The location of the spill is in the back of the facility near the baseball field, and adjacent to the <br /> fence and gate along North Stockton Street (Figure 2; Attachment A). <br /> At an unspecified time prior to August 3, 2009, when the EHD was notified via CA Emergency <br /> Management Agency Hazardous Materials Spill Report control#09-5417, approximately 20- <br /> 30 gallons of diesel spilled from a CA ARNG vehicle in the gravel parking area. According to <br /> the Notice, CA ARNG personnel partially excavated the spill, but staining remained after the <br /> removal action. The spill location was subsequently covered with plastic sheeting pending <br /> proper excavation, transportation and offsite disposal.
