Lik-See Chung, P.E. <br /> Site Safety and Health Officer/Quality Assurance <br /> and Environmental Protection Plan (EPP) in Remedial Action Work <br /> Plan. <br /> Spill Prevention, Control and Countermeasures Compliance; <br /> California Army National Guard, multiple California facilities <br /> Authored and revised the Spill and Prevention Control and Compliance <br /> (SPCC) Plan for seven California Army National Guard facilities in <br /> California. Reviewed and updated existing SPCC Plans for each facility <br /> to match current site conditions at each facility and comply with most <br /> current federal SPCC regulations. These plans document practices, <br /> procedures, and controls to prevent, control, and respond to releases of <br /> oil and petroleum products. Regulatory requirements are primarily <br /> provided for under the Oil Pollution Prevention provisions of Code 40 of <br /> the Federal Regulations (40 CFR) Parts 112, 113, and 114 and Section <br /> 502(7) of the Federal Water Pollution Control Act (FWPCA) aka "Clean <br /> Water Act". Governing agencies involved in spill prevention regulation <br /> include the Environmental Protection Agency (EPA), United States Coast <br /> Guard, Hazardous Material Departments of respective local Fire <br /> Departments, and Environmental Management Divisions of respective <br /> County Offices. Finalized compliance documents with extensive revisions <br /> and completed under budget with high satisfaction from Client. Client: <br /> California Army National Guard. <br /> Storm Water Pollution Prevention Compliance; California Army <br /> National Guard, multiple California facilities <br /> Authored and revised the Storm Water Pollution Prevention (SWPP) Plan <br /> for five California Army National Guard facilities in California. Reviewed <br /> and updated existing SWPP Plans for each facility to match current site <br /> conditions at each facility and comply with most current SWPP <br /> regulations. The SWPP Plan identifies potential storm water pollutants <br /> and procedures, i.e., best management practices, to reduce the potential <br /> for pollutant in storm water discharges. The SWPP Plan is a requirement <br /> of the State of California's General Permit to Discharge Storm Water <br /> Associated with Industrial Activity (General Permit). The General Permit <br /> satisfies regulations contained in Title 40 of the Code of Federal <br /> Regulations (40 CFR, Parts 122, 123, and 124), that require industries to <br /> obtain a National Pollutant Discharge Elimination System Permit <br /> (NPDES) to discharge storm water associated with industrial activity. <br /> Finalized compliance documents with extensive revisions, identified <br /> implementable Best Management Practices (BMP) for each facility and <br /> completed under budget with high satisfaction from Client. Client: <br /> California Army National Guard. <br /> Tongue Point Landfill LNAPL Recovery and Groundwater <br /> Suppression System, USACE Seattle District: <br /> Performed cost tracking and procurement for 30-day Process System <br /> Operation and Maintenance (O&M), Data Collection. A Task involved cost <br /> startup and operation data collection from a non-aqueous phase liquid <br />
